The Transport Accident and Incident Investigation Bureau has completed its safety investigation into the railway accident that occurred at Riga Passenger Station on 7 August 2025, involving a side collision between an electric multiple unit operated by AS “Pasažieru vilciens” and a track maintenance vehicle operated by VAS “Latvijas dzelzceļš”. No persons were injured in the accident; however, the rolling stock sustained significant damage.
The investigation established that the accident occurred after the track maintenance vehicle passed shunting signal M7 displaying a stop aspect and entered an occupied route. The investigation also examined signalling, radio communications, work organisation and human-factor aspects that influenced the development of the accident.
During the investigation, the Investigation Bureau issued an urgent safety recommendation to the infrastructure manager to improve traffic management procedures and reduce the likelihood of similar occurrences. The recommendation was implemented during the course of the investigation; therefore, no additional safety recommendations were issued in the final report.
The purpose of a safety investigation is to improve railway safety and prevent similar accidents from recurring in the future. It is not intended to determine individual blame or establish civil or criminal liability.
