The establishment of the Transport Accident and Incident Investigation Bureau is directly linked to international regulatory requirements mandating that all EU Member States create an independent authority for the investigation of transport accidents. The development of the Bureau itself has also been closely tied to the evolution of international regulations and the efforts of EU Member States to implement these within their national legislation.

The origins of the Bureau date back to Cabinet Regulation No. 822, issued on December 21, 2005, which established the Aviation Accident and Incident Investigation Bureau as of January 1, 2006. The next stage in the Bureau’s development began on December 12, 2006, when Cabinet Regulation No. 953, titled “On the Institution for the Investigation of Serious Railway Accidents,” extended the Bureau’s responsibilities to include the investigation of serious railway accidents. These new functions came into effect on April 1, 2007, at which time the Bureau also adopted its current name.

Further expansion occurred on June 1, 2011, when, in accordance with the Law on Maritime Administration and Marine Safety, the Bureau’s responsibilities were extended to include the investigation of maritime accidents and incidents.
