The Transport Accident and Incident Investigation Bureau has completed its investigation into the serious railway accident at level crossing No. 910 in Imanta and formulated safety recommendations to reduce the risk of similar accidents.

On 1 October 2025, an electric train collided with an electric micromobility vehicle carrying two minors at level crossing No. 910 on the Zasulauks–Priedaine railway section. Both minors died as a result of the collision.

The investigation analysed the circumstances of the accident, the level crossing equipment and its operation, the movement of the electric train and the actions of the train driver, as well as the actions of road users. Organisational and regulatory aspects relating to level crossing safety were also assessed to establish how the accident occurred and identify opportunities for improving safety.

Based on the investigation findings, the Bureau has formulated safety recommendations aimed at improving safety management at railway level crossings and reducing the risk of similar accidents in the future. The investigation findings, recommendations and their rationale are set out in the final report.

The Bureau emphasises that the purpose of a safety investigation is not to apportion blame or liability. Its aim is to identify the causes and contributing factors of an accident in order to improve railway safety.
