The Transport Accident and Incident Investigation Bureau has issued an urgent safety recommendation following the accident on 7 August 2025 at Riga Passenger Station, where a Škoda electric train and a track motor car (drezina) collided laterally. The accident occurred when a track motor car belonging to VAS "Latvijas dzelzceļš" Track Management Department passed a shunting signal displaying a stop aspect and, after approximately 150 meters, collided with the oncoming electric train.
Urgent Safety Recommendation No. 2025-1
To VAS Latvijas dzelzceļš:
-
Establish that the duty officer at Riga Passenger Station must not dispatch or receive trains, nor prepare a shunting route for a train (or shunting consist), if this route intersects with the possible continuation of movement of a shunting locomotive (or consist), and the duty officer has not received confirmation from the shunting locomotive driver that the vehicle has been stopped at a signal displaying a stop aspect.
-
Assess whether the above procedure should also be introduced at other railway stations.
A NOTICE OF URGENT SAFETY RECOMMENDATION has been sent to the parties involved and published on our website in the section Final Reports on Railway Accidents.
